David Bagguley brought this mandamus petition seeking an order directing the district court to rule on his motion for reconsideration. Because the motion had been pending with the district court for only three months at the time of filing of the petition, we find that there has been no undue delay. Therefore, although we grant leave to proceed in forma pauperis, we deny the petition. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not significantly aid the decisional process. PETITION DENIED
